I am no longer able to strip off the base from the cookie cutter. It used to come off easily, but now is fused to the cookie cutter and I can’t get it off. I have not changed any settings.

If you haven’t changed settings, then it is likely something on the printer. Printing a little low would be my initial guess.
However, the raft shouldn’t really be necessary. I would recommend you try printing without it.
It looks like you have a raft or brim turned on in your slicer. You shouldn’t need that for cutters - try turning that feature off in the slicer.
