Is blade width included in the size?

I am needing to have precise sizing so what I need to know is when you chose the size for the cutter. let’s say, 63.5 mm (2.5 in) is this the “actual” size the cookie would be? pre baked of course. I NEED the interior of the cutter to be what I enter for size.

Otherwise, I am wasting $15 a month lol

The size measures the interior of the cutter not including the blade thickness.
