The photo is what I am importing, it only made the C part of it. Is it because it is not all attached? I am trying to make a stamp of this to stamp on a rectangle cookie.

Cookiecad sees this as multiple separate cutters since the parts are not connected, so it is just showing you the largest cutter.
To fix it: Put a rectangle around the design before you upload it that will get it to include all the features.
The rectangle isn’t working either. I’m trying to make majong tiles.

using a PNG file vs JPEG was the trick. FYI
